NAPUS President Rapoza Requests a Continuance of DUO Moratorium

NAPUS President Bob Rapoza has sent a second request to Postal Service headquarters to continue the moratorium on the DUO program until after the December holiday mailing season.  Rapoza’s letter to USPS Vice President of Labor Relations stated that NAPUS has not yet received a response to his October 20th request to form a focus group to review a DUO draft guide and suggestion to continue the moratorium until after the holiday mailing season.  Despite rumors we are hearing in the field about re-starting the DUO process, NAPUS is hopeful that we will receive a favorable response to our request to extend the DUO moratorium until after the end of this year.

FY2011 Objective Setting Discussions and Behavioral Objectives

Postmasters are again reminded to go the NAPUS website at www.napus.org and review the FY 2011 Objective Setting process information on the NPA/PFP link.  Specifically, evaluators may not assign numeric targets to core requirements.  In addition, evaluators may not establish arbitrary targets to replace or support those that have already been defined, nor should they add other core requirements!!  Evaluators should have one-on-one Objective Setting Discussions with Postmasters (in person, telephonic, or email.) Also, evaluators must afford Postmasters an opportunity to discuss the core requirements individually and they should not be mandated with no opportunity for an interactive discussion.
