Postmaster Work Week Postmaster Work Week — 09-23-09 All: On September 3rd Charley Mapa, President of the League of Postmasters and I met with Doug Tulino, Vice-President of Labor Relations, in reference to a letter we wrote to Mr. Potter about FLSA concerns and Postmasters being mandated to work more than eight hours a day or more than forty hours in a week.  In particular mandating Saturday work on a continual basis.  In response to our concerns please see the attached letter from Mr. Donahoe addressing these concerns and reminding the field to adhere to the ELM. 
 
This is a letter that Charley and I have been asking for quite some time.  While we know there will be times that it is necessary to work additional time it should not be on a consistent basis and "mandated".  Please use this letter when addressing your concerns with the Areas and Districts.

Phase III Revision Phase III Revision — Important Notice 07/29/09 As we approach Phase lll of the RIF-avoidance process, a decision has been made to expand the opportunity for placement for a selected group of operational positions as part of the District & Mail Processing Facilities Phase lll process. These positions include:
• Mgr., Post Office Operations (all levels)
• Mgr., Customer Service (all levels)
• Mgr., Customer Service Operations (all levels)
• Postmaster (level 18 and above only)

The eligibility to apply for these 4 positions will be open to all EAS career
employees (impacted and non-impacted) Area-wide
. Non-competitive laterals and downgrades will not be authorized for these four positions. All other position eligibility in Phase III will remain open to impacted only employees. It is important to note that the postings will follow the timeline established. Posting will commence Tuesday, August 4, 2009 and run through Tuesday, August 11, 2009. Selections will be made from Monday, August 17, 2009 through Friday, August 21, 2009. The RIF effective date remains August 28, 2009.

In our continuing effort to keep you and our members informed of our actions, attached you will find a letter that was sent on Tuesday, November 4, 2008 to the Chairman of the Board Governors of the United States Postal Service and the Chairman of the Postal Regulatory Commission requesting their assistance in dealing with the lack of response to our letter dated October 3, 2008 to the Postmaster General.

The subject of our concerns is addressed in the attachments. Please ensure that your chapters receive this information as expeditiously as possible.
